I have observed a problem with the System2SubSystemTransition and model fragmentation:
Create a new Capella project
Create some elements in the [PA]
Create the Sub-Capella-Project, make a fragment of the System-Analysis
Mark and right-click the elements to transfer and use “System to SubSystem Transition” > Vertical > SA
Leave all fields to their default and complete the wizard
==> There are no elements generated in the Sub-Model
If you use an unfragmented model everything seems to be ok

The problem has been reproduced and will be corrected in the next version 1.6.1
