There is a link error on the website, it should be
http://download.eclipse.org/capella/addons/xhtmldocgen/dropi ns/release/1.3.1/CapellaXHTMLDocGen-1.3.1.201906140948-Capel la-1.3.1-dropins.zip , I am going to report it.
