Unfortunately this workflow cannot work, as created a RPL in a library from a REC in a project would lead to the creation of a dependency from the library to the project, which is not allowed.
The need you have is what we call “promote REC into library” and unfortunately (again) this is not available yet. We are lacking funding to implement this feature.
In the meantime, a workaround could be available soon, as we will be able to perform diff/merge between a project and a library, based on structure and names rather than on IDs.
Do you have anything in your current project that you would like to keep in the project? Because a dirtier workaround would be to transform the current project into a library (this would be a manual edition of the XMI model file)

Is there any more recent development or approaches available now for this purpose since the last time this was posted?
