Is there a useful function that can let me instantiate an RPL into the active diagram provided I already have an REC defined?

What do you mean “Programmatically instantiating…”? Using scripts?
If you have created a REC you will need them to create RPL as defined in the Capella user guide: Replicable Element (REC-RPL).
Then you can show/hide model elements as any other in diagrams.
