Is there any tutorial or help on how to get started with PVMT? I got it downloaded and not sure how to create property values for elements.

If you do have installed the Capella PVMT add-on and when you have Capella tool open, you can click on the menu “Help → Help content”; it will open a new window.
You will find the PVMT guide under "Property Values Management Tool Guide, as attached.
