Thanks for taking the time to create this video. I can reproduce on Mac OS X, but not on Windows X86. Don’t know about Windows 64bits.
Could you file a bug and attach the video in the Capella bugzilla?

In the meantime, there is a very simple workaround: Commands in the Capella “Overview” tool are only shortcuts to commands available on model elements contextual menus. Here, you can launch your Functional Transition from any Function. Here you would typically choose “Root System Function” in the project explorer as a starting point.

Just for information, the required jre is 1.7.0_60.
Try to switch to a new cleaned workspace before trying again the same use case with 1.7.0_60 jre.
