Requirements Internal links

Hi,

I need to link a (derived) requirement at the PA level to a parent requirement captured in the OA level. The ‘Internal Requirement Allocation’ only appears to allows links to be made to requirements that exist in the SA or PA levels. Is this on oversight or is it a possible bug and is there a work around?
